what to do to break in

I know an engine builder down the street that I personally know blew up two motors in a row. I would not take a 5HP Briggs to him to build. I also know a NASCAR/ cup car engine builder down the street that builds VERY good motors.
The first guy has all the time in the world to BS. The second guy I would be lucky to talk to him for 5 minutes.
