Warrior's Limiter yes or no???

I think I'm against the limiter on my warrior. When i'm at top throttle rev very high it cut's out just a little. I have moved the needle and the next size jet starts to cut out mid leval. So as far as that goes I think I'm just right with a 145 jet. So if I am how to I get rid of the limiter.

Unless I'm badly mistaken the only rev limiter on a Warrior is on the reverse when the parking brake is on.
If I had to guess, you are lean on your main jet, which controls the fuel flow at 3/4 to full throttle. Without knowing your elev., I'd suggest you pick up a 147 main. If it were me I'd also get a 150 just to be sure and also for any enhancements to the breathing you might do later.
In moving the needle, if you lowered it, you've altered the wrong part of the band. The needle jet circuit controls the 1/4 to 3/4 part of the band. Replace the needle to the 3rd position befor rejetting your main to a 147. Then run a test ride/plug read to determine whether you are lean or not on the top end.
