1990 YFM100 MOTO-4 Brake Help Needed

Hey fellas,
I need a little advice on adjusting the brake lines on the 1990 Yamaha YFM100 MOTO-4 I just bought for my son. I won't let hin ride it by himself until I fix the brakes.
The guy I bought it from said it had new rear shoes but he couldn't ever get them adjusted right. I tried adjusting the rear foot brake cable and it will tighten up all the way and still won't engage the brake.
I haven't taken the drum off yet as I have been busy working on some 3 wheelers. Could it just need a new brake cable(s)? Maybe the cable was stretched too long and finally gave out? I have a Yammy Factory service manual coming to help me out, but I would really appreciate your help. By the way, none of the brakes work. This is the only thing wrong with this ATV. It runs great!
