Default 1999 wolverine runability

Purchased from friend at work it has been outside for 1 1/2 years.
With a bunch of work and cleaning finally got started.
Slide gate in carb is not moving.
What forces gate to move ?

The slide on the carbs of 96 and up Wolverines are vacuum operated, there is a diaphram on the top of the carb that lifts the slide, it is possible that your diaphram has dry rotted and has a rip or hole in it. Take the top off the carb and check out the black rubber diaphram to see if it is clean and sealed up.

The slide on that carb wouldn't move unless the motor is running. I'm guessing it didn't work either way.. But I just wanted to make sure you knew.
