Default Yamaha Breeze no compression

I RECENTLY PURCHASED A USED YAMAHA BREEZE THAT WASN'T RUNNING WHEN I BOUGHT IT.
OWNER THOUGHT IT WAS FUEL RELATED, THAT IT WAS RUNNING WHEN IT WAS PUT AWAY.I DISCOVERED IT HAS VERY LITTLE COMPRESSION. HAS ANYONE HEARD OF THE RINGS OR VALVES NOT SEATING AFTER SITTING FOR A PERIOD OF TIME AND WHAT CAN BE DONE WITHOUT PULLING THE ENGINE APART.

Sure, rings can stick and valves can build up rust on the seat if left open. Or the guy could have scammed you? Anyway the first thing I would do is check the valve lash. The next is do a leakdown to see where the compression is going.
