Dictionary.com basically says power band is defined as the rpm range an engine starts making its power. It's commonly referred to in terms of 2-strokes because, there nature is to not make any power at all at low rpm's.

4-strokes usually have a much larger powerband and make power in most of the rpm range. But, if I were you I'd still get the blue one off ebay!
