two approaches here....
get the VIN off the bike and take that info to a dealer and get a new key cut...don't know if they do that like they do for cars, but it's worth a shot.
if you're gonna pull wires, just jump the wires on the back of the key switch and then use the start button (on the handlebar) to start the bike...that way you'll also know if the battery is good as well as the starter motor

And if the guy who is selling the quad does not have the title for it as well, maybe take that VIN to the police and make sure it isnt stolen. How long has the key been lost? is this guy the original owner, if not how long has he had the quad? Just want to make sure you don't walk into a potentially bad situation.
