Default Timberwolf Rear Wheel Wobble

Noticed this after I replaced the rear tires, I thought it was the old tires doing this but it seems the new tires did not correct the problem. Both tires are wobbling, Not enough that I can feel it or that it affects handling but I can see it when looking at them when moving or if I jack the rear end up and put it in gear. Any ideas? What should I check for? Also the right rear hub is lose (Was I put some extra washers on it to temp fix it) does this mean the hub needs replacement or that the axle needs replacement? There is some play back and forth when the nut is tight on the splines.
