Ring nut rear axle removal

Default Ring nut rear axle removal
85 yfm 80. trying to replace the brake pad. in order to access it i have to remove the 2 "ring Nuts" which is very difficult. bought the special wrenches and still cannot budge the bolts. any help would be great

I take it you have removed the cotter pin and soaked it with penetrating oil?

Yes. have to remove the cotter pin to remove the wheel.
Tried to loosen it with the oil. 2 spanner wrenches in opposite directions
wont budge.
