1999 Bear Tracker Wont reach high RPM's

Hello my name is Dan and new to this Forum. I have a 99 Bear tracker 250. I just put a timing chain in, rebuilt the carburetor, adjusted the valves, cleaned the gas tank. Put it back together and it fires right up on 1st or 2nd pull, idles great. When driving it doesn't seem to get high rpms, so in other words it never redlines and just doesn't seem to have much power. In Neutral I can give it full throttle and hold it and it just doesn't whine out if that makes sense. Could this be a carburetor issue or a clutch issue?

When you write "rebuilt the carburetor" did you fit new jets etc. If so clean the old ones out and put them back, then see how it goes. With carb or ignition faults the bike jut never gets to full revs, with a clutch problem it gets to full revs, (you can hear that) but doesn't get to full speed, this is far worse in high gears and going uphill.

Well Merryman, I clean the original juets up and put them back in there, and I believe that fixed it! I really appreciate your suggestion, I would have never even tried that I don't think. Thaks Again!
