The Blaster rear brake has a tendency to "freeze up" over time. To fix the problem, you'll need to take the caliper off the swingarm and disassemble the unit.
What you'll probably find is there is a lot of dirt and foreign matter in the caliber where the pads are supposed to freely slide in order to function.
Clean this area really well and then apply ample amounts of grease to the caliper and pad (the area where they contact each other). Be careful to keep the grease off the portion of the pad that contacts the rotor since this will impeed stopping.
Adjust the brake to ensure that pressure will be applied to the pad and rotor when the brake peddle is actuated.
This works for me when my Son's Blaster brakes cease to function.
