I know that both are 250 class and I have the Ozark, I want to buy another ATV in this class. Just want to know if any one has an opinion that will better help me make a decision here.

The Ozark has more power, better handling, solid and top of the 250 class. It is a true 250 with an actual cc displacement of 246 where the recon and others in the 250 class are actual 229 cc displacement. Honda is having to try to give away recons and 400ex's

Recon's are pretty proven in reliability, but I think the ozark has the edge in performance.

The Ozark is the best in this category by far. More power, Better ride, floorboards, and disc brakes.

Reliability shouldn't be a concern. The engine is based on the LT250 engine that was used from 1987 to 2002. They gave the engine an upright position and gave it a new transmission. If I remember correctly, the LT250 was only 2nd to the TRX300 in the late 1990's concerning warranty claims in the first 6 months of ownership. That says alot!!!!!

The Ozark does sound nicer, sat on one at a dealership, felt nice, suspension felt like it would give a good ride. Can't argue with the bigger motor, and disc brakes. The 98 Recon I had was great, light and sporty, but the biggest roadblock for any performance is the awfully stingy rev limiter on the Honda, after opening up the air box and rejetting,it revved so nice, you would hit the limiter about 3/4 throttle in first gear, had to shift all gears sooner, and a long run at full throttle would dip into the rev limiter, knocking the top end down a little. Not having ridden the Ozark, can't comment on its performance, hopefully it isn't as restrictive as the Recon. If you can get one noticeably cheaper, you can't go wrong with either one.
