You are so lucky that you don't know the answer to that question...
Basically, it's a smog thing. Most 2 strokes get red stickered, and a few 4's. You can only run them certain times of year. All OHV's in california are registered, and have a little sticker that acts as sort of a license plate. Green means you can ride anytime, red and you can't.
Get caught out of season with a red sticker and they make write 10,000 times on the chalkboard, "Hail to Barbara Boxer, she's my hero". Did you know that in Greek, Barbara means Butt. With a last name like Boxer, I think her parents named her that to be short for "Dog Butt"

And, I would never take a Green Sticker from an old quad and put it on a quad that should be red stickered. In California, quads that are 97 or newer that are two stroke are red stickerd quads that can only be ridden certain times of the year (not during months that typically have higher emissions.) This only counts for public lands of course.
Yamaha makes the Raptor for 49 states then one for CA that is de-tuned to meet the emissions. If you own a quad or dirt bike check the 8th digit of the VIN if it is a C or a 3 it is a red stickered vehicle (unless it is 1996 or older.)
Some small kids quads prior to 1999 (I think) are green stickered too.)
YZ dirt bikes are red stickered too.

Well, I purchased a warrior a few months back, went riding at Pismo Beach, CA for a week straight, come back home and opened up my registration and out came a red sticker for my bike!! I was illegal the whole week I was there!, didnt get caught thank GOD, but I sure did call my dealer and ask him why they sold me a red sticker and they didnt know it either so I took it back and bought a new Z400 instead!!
I just dont know how you would get caught unless you were acting silly in the sand(like we all dont do that) and have a red sticker flashing everyone but I didnt want to take the chance.

The Dog Butt (Boxer) is one of our Senator's. I think I will put the For Sale sign in my front yard tonight. Makes me want to leave the state just thinking about it.

Yep, I remember watching her campaign for the last election. I got so frickin' mad, I wanted cut a fart, paint it green, and mail it to her.
Pretty soon we won't even be able to buy 2 strokes in california (06' I beleive)...Just wait, soon after that we'll get smog pumps on our quads, and have to get them smogged every 2 years.

I haven't seen one ranger checking for red or green stickers at pismo. Maybe if you get caught speeding on the beach or something they may check you.
The mountains of San bernardino rangers are on the red/green sticker like flys on sheit. All they have done was tell the people to pack it up and move it on out. They give them information and send them on there way. If your pissy about it they may give you a ticket.
From May 1st to Sept 15th is the red sticker no no times in most places of california. Not many people want to ride in 100 degree heat anyway. Its not as big an issue as it sounds and it only pertains to public land not private.
