jumps or speed

yeah, but you would have to re-locate the stem or get a flush mount because it will hit the brakes.

You can flip the wheels and a lot of people do it but I heard that the lugs set into the rim to keep the tire securely in place. If you flip them the rim is flat on the other side and supposedly the wheels can move. I don't know this for a fact but I've heard if from a reliable source. It might be OK for flat tracking but I think jumping with the wheels flipped could have potential problems. I've heard guys say they do it all the time with no problems but I wouldn't do it with my wheeler.

how could I plug up the old hole on the inside after the wheel is flipped?

with a shorter stem put in backwards?
where could I get a shorter stem?

You can either weld it or buy another set of valve stems and stick them in backwards then drill holes on the other side for the other stems
