Default Mule will not go into gear

Can someone help? I've got a Mule to fix and never worked on one before ---it will not go into forward or reverse .... except if I stop the drive pulley spinning with my boot on the pulley, and then it engages fine.
Gearbox is ok ... what is likely to be causing this?

Just a thought, why not look at it like this. If you have to use your boot to engage it, look at what ever should be engaging it.

Thanks .. I was kinda thinking that way.. but I don't know enough about how they work to decide if there is a spring, or wear , or clutch problem, or what? All I know is -- when I stop the pulley/drive from spinning (by applying pressure to it) then the gears can be smoothly engaged
