Provided you have some "life" in the battery, and the engine doesn't turn over when you short the solenoid out, you have a bad starter motor, not a bad solenoid, as you have bypassed it. Charge the battery up, and take the starter motor apart to find the problem. Can also be a seized engine, but is usually worn starter motor brushes.
