Do you think this will work on a little 110cc taotao or fushin 110cc? If I have to cut pipe or weld to make it work that will be fine.

I dont see why not...I modified a Jetmoto pit bike pipe so it would fit on the Jetmoto 125 quad... then it was sent to China and a couple hundred were made..Toughest part was making the bracket for the muffler itself... Head pipe only needed a little bending..
