OK.. pull the pin out of the float(what it pivots on) and remove the float.. will the needle fall out?

Oh yes. I've had it out several times already There is no damage to the seat or needle.

I am sure it is just a matter of adjusting both tabs to get the right settings now that I messed it up.

So if the floats connected.. carb is right side up.. when the float drops does the needle really not move? thats weird..

Maybe the tab that doesnt hit the needle... isnt allowing the float to drop enough? bend that tab out of the way..

I'm not testing it with the carb right side up. I am only lifting the float to see the needle not move. Since there is not fuel pump it depends on gravity to push the gas past the needle valve.

I can check it the other way.

With the carb upside down the needle wont lift out of the seat..

No. And even right side up the needle does not move. If I move the tab, up, to contact the wire sooner, the height of the float drops low.

No matter what though, the needle does not open.
