Carb Float Adjustment

I know the feeling well. I am a systems analyst for a mainframe computer and have the same scenario often.
No problem. I have a tractor that I need to paint the final drives on before I install them. And rain is on the way!

Well,
I purchased a new carb after realizing the needle valve was sticking. Ever so slightly but still sticking. Gotta love that ethanol!
Anyway, I put it together and cranked it over. No start. So I pulled the plug and it was flooded. Cleaned the plug, cranked it over without the plug, checked for spark (it was strong), and put the plug back in. It still would not start. So I waved a can of starter fluid 1 foot away from the intake and cranked it up. It started and ran very poorly and was fogging white smoke and dripping oil out the tail pipe. Seems like I broke a ring or something. I'll check the compression tonight but was wondering what else I should consider. This thing is killing me!
