Tao Tao 125 starter chain

I've worked on several of these little chinese atv's with a fairly good amount of success. My latest project has proven to be more difficult. It need a starter. I pulled the old one off, but it seems to me as though the chain has far too much slack in it. With the new starter it started to bind up. I cannot find a tensioner, so I am thinking that it has to be replaced.
Is there any way of getting the chain off without taking the big magnetic bowl off the crank shaft? I am having a hard time getting it off without tuening the engine over. Any suggestions? Am I missing something?

ok, swapped the chain with a known good one and it still has slak in it....you can hear it slap when you try to start it. It then binds up and will cause the starter wire to melt trying to crank.....I cannot figure this one out.
