The carb is dirty and needs to be cleaned.

gas is pouring out of where? the carb itself back into the air filter? check your crankcase oil for gasoline contamination. if the needle seat/float assembly is stuck open, you're obviously flooding the engine. change the oil. pull the carb. if it won't idle, your pilot jet is still plugged. here's a video to follow that'll show you the orifices.

while you have it apart, double check and make sure the float assembly actuates the valve. that'll save you some headaches. good luck

so when you pulled the jets, you could see daylight through the orifices and down the jet on the inside, right?
how does the float assembly act when you triggered it with your finger? did it act like it was sticking? sounds like it is now trying to stick closed and not feed enough gasoline to meet demand.

no. there's no way to do it. that's the job of the float/needle valve.
floods out? do you mean bogging down when you give it throttle?
