so this is a belt drive quad that eventually drives a chain on the rear axle? i would imagine that it would tend to seem sluggish until the clutches grab the belt drive and it takes off as you say when the RPMs are up. at least that's the way it seems with my 90cc baby quads. sluggish at take off, then the RPMs are up and it speeds up nicely. if you don't have much throttle, adjust the cable up there at the handlebar on the cable itself. you should see a turnbuckle style adjuster. OR, the adjustment is on the carb.
