The manual on my son's TaoTao 125 details how to adjust the throttle restrictor screw. It says when it's all the way out and you want more speed to remove the air flow restrictor plate from the carburetor, dial the throttle restrictor screw back in, and start the process again. There are no instructions on how to remove the restrictor plate, or any indication where it is. I've pulled the air cleaner from the carb, and I'm not seeing anything unusual there. Does this restrictor plate really exist?
