@LynnEdwards: I can argue but the regulations are blurry and it can be interpreted as they want. And no, their decision is final.
@RonV: that's the general idea, to have some mechanism that can lock all for wheels for parking.
Oh well, if I can't register it (like getting car license plates) with the DMV at least I can register it with the mayor's office as an utility vehicle (farm tractor and the like) and I'll still be able to drive in legally on public roads.
