starter should crank regardless with direct power at it, you may have a faulty starter if you performed the test correctly

I hope not but im pretty sure the car battery was most likely almost dead because its been sitting in the garage for a year. But it did power a small computer fan when i tried that

There is a difference between a 90cc petrol driven engine, and a 2.2 volt pc fan

you really need to get a voltmeter/ohm meter. you don't have to buy a $500 meter, a cheap harbor freight one, $5 when on sale, will work just fine. you just need "something" that'll tell you what you need to know.

Its good to see that your attitude has changed from wanting to sell it, to slowly diagnosing the problems, it will be well worth it in the end. I am due to replace the whole wiring harness in my bike in the next week or so. In the mean time, I have taken battery out, taped up all the wires and push start, or tow start it to get it running!!!.. figured its easier to replace all the electricals, than to try and chase 1 stray wire through all of them

thanks man , running car battery starter check was successful the starter cranked with the screw driver on positive way you told me. but start button did not work (oh yeah i got the ignition "on" by sticking in a screw driver and wiggling around and turning but i still ordered a new one) and ill order a voltmeter off ebay. and good luck with your bike wiring . bike means atv right?
