Tao Tao 110cc spider man not running since purches

I bought a new Tao 110cc I put it together myself fallowing there websites list. Changed the oil and then it ended up sitting for 2-3 months. It did run before I let it sit for that period but now I can't get it going. The starter is turning it just doesn't start. You can almost get it started when you push it down a hill but then Boggs out right after. I did notice the tail pipe has a lot of black stuff coming out of it and the spark plug gets guked up real quick. It seemed like its flooding but the carbs screw heads were cut smothed from factory so I can't take it apart. Any ideas on this would be good thanxs

take the carb apart and clean the jets. it's a fuel delivery issue. the quad is running rich so you need to lean it on the carb adjustment. there's a sticky thread here in the chinese section that'll walk you through the adjustment.

I know about cleaning the carbs on these things (I have a Gio as well lol) but on this Tao the heads of the 2 screws were cut off at factory so I had to drill them out. Once I did I looked at the jets and it looked like a new carb. I cleaned it out anyways.
I am just waiting for the battery to fully charge up and then ill try it tomorrow.
Now if this doesn't work what is my next step I have already played with the needle settings to try that.
