Stator testing and no spark

Son has a taotao 110cc that I bought new 2 years ago. He has maybe 5 hours of riding time on it if that. Id say less. Either way it seems its ALWAYS something with this thing. But thats not either here nor there right now. One main thing was every time he went threw a puddle (which was everytime he sees one) the plug wire would get wet and shut engine off. So Id have to blow it off and go on our way. So had it in the garage this week and took off the coil and plug wire assembly and changed plug boot over to an extra MSD one I had laying around so it fit the plug tighter. I also put in another plug and used the screw on tip to fit the new plug boot. Now I know some plug wires will use resistors in them and am wondering if this was my main problem now. I dont know if the ceramic in the old boot was a heat resistor or something else.
I did fire it up after that and it ran fine. I tried to start it up again about 20 mins later and nothing. Threw a spare plug in the boot to ground and no spark. Found some older articles here about testing the cdi and such and most of my test did not read as it should according to those specs. My suspicion is the stator is fried but not sure if it was my fault or just another issue with this. I suspect my fault knowing me.
My question is how do I test the stator? I found the same wire on cdi (5 wire newer style) labeled ac ignition power and ohmed it out to find same wire going INTO stator. I tested wires inbetween as well to be as noted on here so they are good. I used AC volt meter on the ac power pin going INTO stator pin and ground (which I ohmed as good to battery ground) in same plug (and cdi ground plug for 2nd testing purposes) and cranked it over and never saw over 20v. Most times it stayed around 17.xV. Now from what I see on older posts is it should be around 50+v is this correct? If so its got to be the stator correct? If indeed it is did anything I did with plug wire cause this?

I suspect 17v would be enough, voltages and resistances are all over the place on stators, which is why I take 'em with a pinch of salt. Open circuit where it shouldn't be, bad, closed circuit where it should be open, bad. Any voltage from exciter and trigger coils, good. Check the output of the trigger coil if you can, and the output voltage of the CDI into the ignition coil (can be high so be careful).

Since it started after you changed the plug wire did you put the old wire back on? Also have you verified all your safety are working properly?
Never had issues with water and spark plug on our taotao its always been water and the intake or water and the CDI depending on how fast she ran through the puddle.. But problems are far and few between

Just an update..... Changed stator and that was it. Forgot until I looked that my son had busted bottom corner of stator cover and that allowed water and dirt to get in. So yea that stator was pretty rusty to say the least. Found a new one and wired it into the existing plug and good to go. Just waiting on the stator cover from Chin to get here since he sent the wrong stuff before...smh.
