Carb. Hose port

We're does this go? I can't keep my quad running unless I shoot starter fluid into it.

Looks like some kind of vent line is suppose to be there? If it starts only when you shoot starter fluid in it obviously you got a fuel delivery problem

Is that carb clean?

Looking at a Honda manual, that appears to be the "air screw" better known as the slow running mixture adjuster, fluid should not get past it into the carb or engine so you have a serious problem with it if it does.
