Default Front Brake Adjustment

I have a Venom Madix 110 cc which has dual cable activated front drum brakes. I have adjusted one of the cables as far as possible at the lever adjustment screw and also at the cable center connection screw. There is still too much play in the cable to activate the brake properly. Can the cable lever at brake drum be re-positioned on the spline shaft?

Don't know the "Venom Madix 110" but moving the levers onto the next spline is the usual method of taking up play on quads once all cable adjustment has been used up. Eventually the shoes get to sticking on the cams, as the higher they are lifted by them, the less the spring back effect. You then have to fit new shoes, this often occurs well before the linings are worn away.
