Are you sure all the lock-outs are set, for most quads, either the bike has to be in neutral or a brake on for the starter to work on the button. If all that is right, check the live feed from the ignition switch to starter relay, some bikes run direct to one of the thin wires on the relay, some through the start button to the relay.

thanks for reply!
quad is fully automatic the foot brake is the only lock out and i did have it pushed when trying to jump it the kil switch is also on the on position...i dont have a meter to check the live feed should the bike not start when its jumped from solenoid with the key igniton on the on position ? or does this indicate that it may need a new cdi or magneto??

The CDI has nothing to do with the starter circuit on these Chinese Quads. There are two separate circuits in the ignition switch, one lets battery power to the satrter, lights and horn (if fitted), the other circuit earths the CDI. If you have a spark, the ignition system is OK. Without a test lamp or meter you will struggle to find the fault. Check the fuse and wiring connectors.

Pour some fuel in the spark plug hole.. put in the plug, attach the plug wire and crank it over.. What does it do?

Does the brake light light up when you use the brake? If not it is the micro switch on the brake.
