Just like you started this one, but in your title, but a brief description of what you're looking for.
You'll get more people looking if they see a decent title, and keeping problems separate will keep them from being ignored as they may not be able to help with one problem, but might with another.

Often, you have to take the outer half of the front pulley off. Undo the centre nut/bolt, pull off the plate, rollers and outer half of the pulley. Put the belt on, clean dust etc, from the rollers and tracks, assemble outer pulley rollers and cover plate as a unit, and slide onto shaft. Make sure the cover plate is on the splines when re-fitting the nut/bolt. Different makes use different designs, so the above is general advice.
