95 Xplorer keeps stalling

My 95 explorer 400 keeps having a stalling problem. Sometimes its at idle, other times its just while I'm riding it. Once it dies, it won't start back up for anything. The first time I blew out the jets on the carb and then it ran, but it keeps having the stalling problem. I've tried draining and replacing the gas, putting a new spark in and its still happening. One thing I've noticed is a small hose that comes out of the float bowl near the drain plug and is attached to what looks like a vacuum switch. The switch has a nipple on the other side, but its not connected to anything. Is it supposed to connect to something or is it just a vent? Also, when I pulled the carb out tonight and was pulling it apart, I noticed that the spring on the chocke cable has some rust on it. If it got stuck, could that have caused the problem? I'd appreciate any help, since I'm new to having a quad and I'm getting pretty frustrated with this. Thanks.

where is the gas tank vent? I always thought they came out of the fuel cap, but this one doesn't have that. I'm pretty sure its the original cop though, because it says polaris. Could you explain why that could cause the stalling?

Ther eis a plastic tube coming out of the top of the gas tank just under the plastic it is know to get pinched or stopped up.

yeah, I found the nipple for it, but there wasn't a tube. I'm trying to figure out a way to make sure its not plugged, cause it faces away from the opening under the plastic. Also, I found the spring for the chocke was about halfway compressed, and seemed to be rusted into the houseing which would make the choke stuck half shut. Now as I understand it, wouldn't that make it stall out once its warmed up. It would be flooding it, right? I've got it cleaned up now now and I'm puting it back together to see what happens.

To test the vent when it starts to mess up loosen the gas cap if it clears up it is the vent.
