Are you tightening the bleeder all the way before you release the lever? Are you making sure the resivior is full before each attempt? Did you use brand new squish washers on the banjo bolts?
I was having a hard time bleeding my Harley's front brakes when I put stainless lines on it. I filled the master, and put the banjo fitting from the caliper in a bottle of brake fluid. I just kept pumping and tapping the line until I didn't see anymore air coming out of the master. Then, I slowly pulled in on the lever while my brother re-connected. It was being a real pain.
