First, make sure the gas is on...it is a petcock that is located under the tank.
Next, turn the choke on (see the manual for that). Turn the key on.
Hold the brake on, press the starter button and give it a little gas...it should fire up.
The only tricky part is making sure you are getting gas...sometimes the Chinese confuse on/off and they are reversed.

I work on them everyday setting them up for customers you need to drain the carb bowl,the bottom screw on carb there is a small hose besides it that is just running to the bottom fill with gas loosen the screw and let the carb drain the gas stabelizer out about a shotglass full .the screw is on the bottom besides the hose make shure to check the kill switch on left handlebar put it in the center and push it in it should click pull brake lever and lock it don.t touch the throtle untill it starts on its own about 3 trys they normally start
