Sounds like a classic case of a clogged idle (pilot) jet. Happens all the time when they sit around unridden. Most folks clean the main and forget the idle. Replace it if you can't get it clean.

Honda seems to call the pilot/idle jet the slow jet in their service manuals.

I have never had to tear into my Rancher carb, but on my 400EX the "slow" jet is right next to the main/needle jet.

do you think its possible that the choke cable and or the choke spring and needle assembly may be at fault, when i move the cable around when its running it like to turn off.

Yes, the part inside the carb, attatched to the end of the choke cable may be hanging open. This is called a starter valve, or choke plunger. It may not be seated all the way in the bottom of its bore.

Another issue could be the fuel air screw. If it was removed an o-ring may have been lost during cleaning and you have an air leak. Also if it was not removed (fuel air screw, spring, washer, o-ring) and the passage from it to the slow jet blown through and cleaned, this may be your problem also
