1997 250b taotao trouble please help me

I recently bought this 1997 250b watercooled Taotao atv and have been doing alot of preventive maintenance to get it ready for this summer. So far I have upgraded to a sealed 12 volt battery,looking for a good air filter with 90 degree elbow but scared it wont have enough room, (know of one that will fit for sure let me know please), put in a new RGK plug, replaced the small battery cables with bigger 10 gauge wire because the old on was shorting out, added a inline fuel filter,put dielectric grease on all electrical connecters,and wraped with electrical tape,in hopes it will keep out water.( When I took out for a trial run it died and the neutral light was flickering and could'nt even turn it over due to water getting on something electrical ,maybe ignition switch.) I just want to do everything I can to ensure and stable and quick starting, because I never had one that only had a electric start. Now for the questions....
Do I have an oil filter?! ---
Do I need to add anything to the clutch side as far as fluid?
(ive been puting in normal 10w30 and Ive heard if I use atv oil it lubricates the clutch better)Is it a wet or dry clutch?
it has 2 large covers that could come off on the clutch,do I need to also put oil in that side?
There were 2 cables coming from the clutch handle,but the bottom one is cut off .Is this really needed ?
I saw online were it looked to be 2 wires maybe for the safty tether cord that is no longer on there. Is it worth the money to buy a performance 30 dollar ignition coil wire ,and a 50 dollar racing cdi box?
I would like to get a wheelie and more throttle response out of it if possible.
Its like when I hit the gas it kinda boggs down then a quarter of the way up it takes off.I just didnt now if these were worth the money.
Lastly I wondered if I should go down one, or two teeth on the small front sprocket, for more take-off torque.Also will I need to change the rear sprocket?
( hopefully not.)Well ,I guess thats everything Ive been dieing to know.I know I sound crazy but If Im gonna ride a offbrand then I want to represent out there and not have to end a good sat of riding early due to something that couldve been prevented.

Looks like your off to a good start..
No oil filter..just a screen. Wet clutch and the oil for the clutch is also the engine oil..I ues Valvoline 10wt-40...not sure about the 2nd cable on the clutch side.. The coil and CDI upgrade couldnt hurt..Id guess the bog is a sign of lean jetting... A smaller sprocket will get you more low end response but will lower your top speed..

Jets are the little brass screw like things inside the carb that fuel goes thru.. The size of the hole in the jet determines how much fuel passes thru it... The larger the hole the larger the number on the jet.. You need a larger pilot and main jet..
