I replaced the pull rope. It worked but when the bike started the rope would not recoil... I have tried again since, I turn the cover 3 turns clockwise like it says in the manual and still no luck.. What should I do?

I have to start it by wrapping the rope around the plastic wheel...

 

Sounds like your recoil starter return spring is either broken or something is not set up quite right. Check it before you fully install it next time. Spring should retract rope after you pull it out.

 

Is your pawl gear sticking? Does your model have a pawl gear inside the recoil?
