Default 96 scrmabler 400 starter

I just replaced the starter recently. It never worked when I bought it so I don't have a good reference. I can get the starter to turn, but it doesn't kick fast enough for the gear to pop out and engage the flywheel. I took apart the starter relay and cleaned it up, but it didn't look bad. I also think part of my problem might be a bad battery. Even charging it overnight, it won't really turn the starter. If I keep the charger on the battery and hit the start switch, the motor turns but doesn't throw out the gear. I plan on getting a new battery, but is there something else I missed? The throw out gear seems to be really loose so it doesn't appear to be the issue. Thanks for any suggestions.

is it the correct starter and is it new? is it grounded correctly? the battery should be 100% charged w/ the 12.5 or better volts so you know it has enough voltage and charge to turn it properly. if it is fully charged and all connections are good it may sound the starter is dragging some where. imo
