Phoneix problems

We bought a used 2005 Phoenix and it has no low end torque. We replaced the CDI unit with one that is supposed to allow another 1,000 rpm's, replaced the regulator/rectifier with a better one. Moved the little tab in the ignition back and put in a new spark plug. It still won't take off like it should. Once it gets rpm's built up it goes plenty fast. Is this a fuel issue or a clutch issue? It seems to take off faster in reverse. Were stumped and my Grand Son is bummed!

Thanks for the reply. The tires are stock. We can have the clutches looked at. Are there clutches that can be bad that would allow the engine to get rpm's faster in reverse then in forward?
