Default zongshen 200 starter help

Have the new starter sitting nearly in place on the zongshen 200. Cannot quiet get it to push up far enough to get the mounting bolt holes to line up.
Does it need some light tapping to pop it in place?
Not a lot of space to work on it as it is.As you can see in the pic,it needs to go inside the housing a tad bit further.

figured out how to get it in but it will not turn over.
just to make sure I had a good one...I took it back out and applied direct power to it. I grounded out the body and touched the terminal and it spun over. I also did the old one and it spun also. so,i put it back it,ran a ground from the battery to the body where it bolts to the engine and then positive from the battery to the starter relay. From the starter relay to the terminal off the starter and then crossed the connection at the relay..nothing happened. I checked voltage at the starter terminal when I cross the connection and it tosses nearly 14 v to the starter but it does not spin the starter when bolted to the engine. I have the starter gears all out so I can visually see the starter shaft and the shaft does need spin.
Kinda stumped here

"does need spin" ? If it does spin with the gears out, the engine is seized or at least tight. If it doesn't spin, put a high wattage test lamp to the starter terminal and earth on engine, check if it lights brightly when the starter button is pressed, my guess is you have volts but next to no amps, indicating a broken thick wire or bad connection on the solenoid or a bad earth.

it was meant to say it does not spin.
and the starter gears are out so the engine spinning isn't an issue right now, still trying to figure out why the starter spins away from being mounted.
When mounted...the starter gets direct power from the battery by jumping the starter relay. I am using a garden tractor battery hooked to the wires to help fire the atv. I tis like my mule battery when I work on atvs. Not sure how I could have a bad ground because the ground wire from the battery is grounded out at the mounting bolt that holds the starter in place to the top of the engine.
