2002 Polaris Sportsman 500 ho won't start

Hello all, I am about to pull my hair out with this four wheeler and am hoping that I will be able to fix it with everyone's help. Well here goes..
I purchased this four wheeler from a guy that said it ran hot and he had a friend rebuild the motor, he said after the rebuild they couldn't get it started. I was able to get it fairly cheap so decided to take the challenge to get it running. First things I did were get a new battery, new carburetor, drain the fuel and replace with fresh gas. I was cranking it and it would not start, after a long time of cranking (honestly probably too long for the starter) it started up and idled perfectly, but would die if more than 1/4 throttle was applied. I turned it off and to get it started again would require alot of cranking time and maybe start, then maybe not.
So I did some research and so far have done these things:
timing is dead on
Compression is 85 psi
Exhaust cam lobe looks to be good
adjusted the valves(were just about right on)
Replaced fuel filter
Replaced spark plug
I went to start it today, had the battery hooked to a jump box so it had good power, and it would not start. If I pull the choke out the starter seems to lose power and won't crank. I decided to try the pull start(even though I knew my back wouldn't appreciate it), but wouldn't you know second pull it fired right up. Idled great, but would peter out if more than 1/4 throttle applied. I turned it off and tried to pull start it again, it fired up perfectly first pull! I let it idle a little more then turned it off and tried the ignition switch, would only crank and not start. So I tried it again with the pull start and the thing locked up about half way through the pull. I pulled the cover off and checked the pull cord and it slipped and damaged the plastic, I also took the bendix out and cleaned it hoping it would have more starting power. Still nothing, wont start and seems to be wayyy too hard to pull.
So I don't know much about it, but from my thought I am feeling like the motor isn't decompressing enough to start it??
One thing I want to make sure, the fuel lines off the pump, the top one goes to the petcock, the middle one goes to the rear of the carb at the bowl, and the pulse line goes to the front of the carb.
