truckbed liner how to remove it?

I just bought a used prairie 650 Sunday. I love it. The bike is in great shape, but the owner had a company spray truckbed liner on the racks. The spray job is all bubbly and uneven and I think it looks bad. He said the racks under it are in brand new condition.
Any suggestions on how to take it off without scratching up the racks.
Could I possilby heat it up with a blow dryer or something?

That stuff is really tacky after it has been applied. You may try paint removal but it will also take off the rack paint, which then you will have to sand down the racks & have the racks repainted. Maybe you should just go with 2 rack bags to cover the bed liner painted racks.

actually I can get some of it off, its just too time consuming. There was a nick in the liner and I got up under it with a screw driver and it will peel off. But it would be difficult to do this at the joints and such.
