500 cc idle adjustment

I just bought a 2000 500 cc Cat, standard trans. Can anyone tell me how to adjust the idle? It is too fast

On the right side of carb you will find cable with **** on the end of it, turn CCW to slow down.

Thanks, that's what I thought it was for but it must be siezed up.
