Default oil seepage

On the head of the engine cylinder there is a round black cap that has oil seeping out of it. Is this normal or no... if it is what is it?

Which engine, which make and which year? Your question is like asking us the color of the sky and not telling us if it's day or night, overcast or foggy or whatever.

That's the end cap got the cam and should not be leaking. You need to pull the top half of the head and replace the gasket and the plugs and coat them with a thin coating of high temp RTV to reseal it up.
