2003 250 4x4 charging help

So, my 2003 250 will not charge, and has odd issues I can’t solve.
with the voltage regulator unhooked from the stator, im getting 45-50 volts ac across all pins of the stator, which seems ok.
when i hook a brand new Moose voltage regulator to the stator with the output of the regulator disconnected, the stator voltage drops to 1.5 volts ac. Obviously there is no output from the regulator.
the stator is relatively new, i did not install it, a friend did, so i dont know anything about it.
would y’all be inclined to think the stator is junk, or is there something in the wiring im missing?
the atv runs fine so long as the battery is charged
i’ve half a mind to just not worry and carry a jump box or spare battery with me
