Front diff question...250 4x4

I was looking at my front diff the other day and was wondering what the top fill plug was for. After taking it off to check the diff oil and I realized that it was not the fill plug. The plug has a short hollow section where another tube comes up into it. What is it?
Another question when shifting in and out of 4x4 there sometimes is no resistance and other times I have to reverse the quad to get out of or in to four-wheel drive. Can anyone explain this? I was thinking it's due to the gears needing to mesh. Also there seems to be a lot of free-play where the cam can slightly rotate, is this normal? When ridding I can hear the shift arm hitting the steering bracket.
