200S Carb Problems

I have a 1986 Honda 200S that is giving me some carb problems. The atc is actualy my parents and they took it to be fixed at a local shop. He did some messing around with the carb and supposedly changed out the float with a new one. Not sure exactly what was wrong with the old one. He also casually mentioned that we should turn the fuel off when the bike was not in use. Well now we know why. Whenever you turn the fuel valve on the carb starts spilling(more like pouring) gas out the breather tube. I have not had the chance to crack the carb open as of yet. But I was wondering if anyone had any ideas what to look for first?
By the way we contacted the guy who did the original work and he said we must need a new carb. Don't think that is true. And certainly don't want to give the bike back to this quack.

Thanx, for the info. I will have a look see as soon as I find some time. He was suposed to have put in a new float needle as well. I will be interested to see what he did.
It is also running rich and fouling the plug. I adjusted the pilot a bit which seemed to help. Is it better to move the needle clip or mess with the pilot setting when trying to adjust?

running rich is most likley has to do with your float setting as well, if you shut the engine off and fuel runs out of the vent and doen't when it is running, most likley you are burning the excess......I would make sure the clip is in the correct spot, then the pilot jet setting should be enough. (those setting were for under 5000 ft)
