Default carb help with 250sx

hey guys-----im tryin to get my 250sx running like its supposed to be, but unfortunatly some monkeys got into the carb and screwed it up. my problem is in the jet closest to the airbox. the restricter thing is there, but a small brass jet with holes in it was in there loose. it protruded into the venturi of the carb, but didnt look right to me being as loose as it was. the thing also would only run well with the choke on. so i took the loose peice out, and just left the restricter in there. i had to ajust the needle all the way lean (clip at top) to get it to run right, but at that setting it ran great. only problem is that it still fouls out plugs..a bit rich still. does anyone know what is supposed to be above that restrictor? or if it is supposed to be loose or protrude into the venturi??
--if anyone has valve ajustment specs, that would be helpfull as well---thanks guys
