Rust inside an engine

Hi Guys, I bought a couple of 110's and one was seized from sitting and rust inside. I pulled the cylinder and found (besides a need for a bore and pistons) rust on the flywheel. It is a type of surface rust that wipes off and sometimes it all comes off, other places it actually ate a little of the metal up. Otherwis, it looks like the engine has seen less than 20 hours on it. I want to restore it properly but I am wondering if I should split the cases and get really busy. I am interested in the opinions of the pro's on this list. What do y'all think?

So, no, I won't be robbing peter to pay paul, I wish to have two trikes that are matched in performance so's we can race them!
I don't think I'll be sticking a sandblasting hose into my engine! LOL
The thing is, is that the rust you see there is surface rust that wipes off. But since it is inside the case, It could get into the bearings, clutch etc. My neighbor recommended rinsing with gasoline and ATF, but I'm probably going to be **** about it and do the full teardown, piston,rings,etc. I've never done a complete restore, so why not?
