Default ATC 185 Carb Problems

Hi I have a Honda 1983 ATC
I would like to know do I need to rejet it to run in Denver which is over 5000 ft above sea level if I do what jet no. should I use?
Also I have been having a few problems recently one is that it runs very lean - so much so that when I pull the throttle it will not really be able to go to full speed, insdead it just sputs around as if trying to go faster but not able to. Second I can not get it to idle it will only idle with the choke all the way on if i turn the choke off it will idle way to fast even with the idle screw all the way in.
Thanks for your help.

Also if anyone could please tell me the initial carb settings so that I know where to start.
